Clarification on the use of video recording devices in Road Races

Cycling Ireland have become aware of the recent increased use of video recording devices within the Road Racing Peloton and wish to clarify the following:

Cycling Irelands Equipment Regulations are in conjunction with UCI Equipment Regulations where Article 1.3.004 states:

“Except in mountain bike racing, no technical innovation regarding anything used, worn or carried by any rider or license holder during a competition (bicycles, equipment mounted on them, accessories, helmets, clothing, means of communication, etc.) may be used until approved by the UCI. Requests for approval shall be submitted to the UCI, accompanied by all necessary documentation”

Article 1.3.033 states:

“Equipment (
helmets, shoes, jerseys, shorts, etc.) worn by the rider may not be adapted to serve any other purpose apart from that of clothing or safety by the addition or incorporation of mechanical or electronic systems which are not approved as technical innovations under article 1.3.004.”

Currently video recording devices are regarded by the UCI as “technical innovations” as they have yet to be formally approved and accepted by the UCI. However the UCI is carrying out a series of trials and it is anticipated that going forward there may be a relaxation in the above regulations but until such time riders using such devices will be liable to sanction under the Cycling Ireland Technical Regulations as defined below.

Article 2 of the Cycling Ireland Scale of penalties outlines that if a rider presents to the start with a bicycle not conforming to regulations, the permission to start will be withheld and if a rider uses a bicycle during a road race that does not conform to regulations, the penalty for that rider is Disqualification.

A reminder to riders regarding the use of Rain Capes/Gilets in races

Cycling Ireland article 2.14 states:

“14. Rain capes if worn must be transparent or in the design and layout of the registered jersey and must not obscure the riders numbers.”

The above concerns not only the finish of a race but also during a race in order for race officials to be able to identify riders throughout.

Article 5 of the Cycling Ireland scale of penalties indicate that if a riders numbers are missing, unrecognisable or obscured then the penalty for that rider is relegation to last place in their finishing bunch.
