MESSAGE FROM THE PRESIDENT
| | | | Dear members,
No sooner have the UCI Mountain Bike World Championships come to an end, than we move to the other side of the world for our UCI Road World Championships.
The team relay, cross-country Olympic and downhill competitions in Cairns, Australia, produced exciting battles and well-deserved UCI World Champions. My congratulations go to the organisers behind the scenes and to the athletes out in the field for making this event a huge success.
Now we turn to Bergen, in Norway, where we will award the rainbow jerseys for the team time trials, individual time trials and road races. Athletes from 84 nations are entered for the competitions, which is on a par with the number of nations represented in Doha last year, and up from 76 nations in Richmond in 2015 and 70 nations in Ponferrada in 2014. It is wonderful to see this growth in our sport’s geographical diversity.
Twelve world titles are at stake in Bergen, and the seven competition days will be intense. The UCI WorldTour, UCI Women’s WorldTour and our three UCI Nations’ Cup series have given us a very good idea of which athletes are in good shape. But as we all know, racing is unpredictable and everything must be right on the day for any athlete with aspirations of making the podium.
Quite apart from the competitions, it will be a busy week with the Management Committee meeting, the UCI World Championships and Bike City Label Awards Ceremony, the Presentation of Innsbruck 2018, Junior Conference and of course Congress.
I am greatly looking forward to following the racing, and to seeing a large number of you in Bergen.

2018 Licence renewals - UCI DataRide workshop in Bergen
The next phase of the UCI DataRide project will go live in October. Last autumn we introduced the concept of the UCI ID on all rider & other licences used in international competition. By giving the riders a unique identifier, we were able to start collecting results into a re-engineered database and with the help of commissaires and Federations, we have collected 8 months of results across all disciplines via the transmission of electronic files. In July we published on the UCI website updated presentation of race results and UCI rankings with data coming for the first time direct from results files with no manual intervention.
We have more recently been focusing on the process for 2018 licence renewals and will be running a workshop on this subject in Bergen on the afternoon of Thursday September 21st. All Federations are welcome and there is no need to sign up in advance, but it would help planning if Federations could register interest by sending an email to support.ucidata@uci.ch.
You will receive information concerning the exact time and location of the workshop when you arrive in Bergen and the information will also be posted on the NF extranet.

The 2017 UCI Road World Championships will begin on Sunday 17th September and culminate on the 24th September in Bergen, Norway. All information such as the technical guide, the information bulletin, the entries lists, start lists (during the event) and results can be found on the UCI website.
2017 UCI Junior Conference
The UCI Junior Conference will take place on 21st September 2017, during the UCI Road World Championships in Bergen. All qualified junior riders are expected to attend, from 4.30pm to 6pm, at the Radisson Blu Royal Hotel. Official invitations have been sent to National Federations.
Please note that the distribution of numbers for Women Junior and Men Junior road races will take place before the start of the UCI Junior Conference.
2017 UCI Cycling Gala
The 2017 UCI Cycling Gala will take place at the Shangri-La Hotel in Guilin, China, on 24 October, on the last day of the last UCI WorldTour event of the season, the Gree - Tour of Guangxi.
Introduced in 2015, the UCI Cycling Gala brings together the stars of road cycling from all around the world and recognises the achievements of the best riders and teams of the season.
The awards ceremony and gala dinner will showcase the key moments of the 2017 season and celebrate the riders and teams that delivered standout performances. Prizes will go to the best UCI WorldTour and Women’s WorldTour teams and riders, as well as to the UCI Road World Champions. Five para-cycling athletes have been selected and invited on the basis of their results at the 2017 UCI Para-cycling Road World Championships in Pietermaritzburg (RSA), as well as on their ranking in the Para-cycling Road World Cup. As in 2016, the four divisions of para-cycling (B, C, T, H) are represented, as are both genders.

2018 Season Road Calendar publication
The 2018 season road calendar events from 1st January until 21st October 2018 will be validated by the UCI Management Committee at their September meeting and be published soon after on the UCI website here.
As a reminder, late submissions and change of calendar requests may be liable for financial penalties or non-acceptance of the submission. A schedule of the fees that may be applied may be found here on page 5.
Races seeking registration for the 2019 season road calendar, which begins on 22nd October 2018, will be informed in due course toward the relevant deadlines.
2018 Instructions for the registration of UCI Continental and Women’s teams
The 2018 instructions for the registration of UCI Continental and Women’s teams have recently been updated with important new information and are available on the NF Extranet.
We kindly invite all NFs to review the new guide as there are some additional compliance requirements, in particular for UCI Women’s Teams for 2018 (Annexe D-3).
Please refer to the UCI Regulations for the definitive deadlines for compliance, with particular attention to art. 2.17.033.

Joint Agreements 2018
The CPA and AIGCP have concluded extensive and collaborative discussions toward revisions for the Joint Agreements which enter into force for contracts valid from 1st January 2018.

The 2017 UCI Junior Track Cycling World Championships took place on 23rd-27th August in Montichiari, Italy in the Velodrome Fassa Bartolo. The participation record set last year was extended by 1 athlete to a total of 276 riders, but there was also a new record number of nations with 43 present, 3 more than in 2016.
The high temperatures and the crowd's encouragement were certainly a significant factor in the performances achieved throughout these Championships. Of the ten specialties on the list of UCI World Records, no fewer than six of them were broken.
Among the girls, the flying 200m, the 500m time trial, the individual pursuit, and the team pursuit were broken, or smashed in the case of the two pursuit performances.
With the boys, the team sprint and the team pursuit were the records that fell in Italy. It is interesting to note that during the Sydney 2000 Olympic Games, the German (Elite) team made headlines by breaking the four-minute barrier. Seventeen years later, the Juniors are getting closer with a new record of 4:00.972.

UCI Track Commission
At the 2017 UCI Track Cycling World Championships, the UCI Track Commission met for its second annual meeting, where it was able to witness the fruits of their recent work and successes.
The members of the Commission saw the first official title of World Junior Champions awarded to the women's Madison team from Italy, winning ahead of eleven other participating teams from four continents, just one year after the introduction of this event as a demonstration during the 2016 edition.
With the addition of the Madison to the 2020 Tokyo Olympic Games programme, it is now time for the Commission to work on allocating the 189 quotas available across the twelve titles which will be up for grabs in three years' time. Bearing in mind that in an ordinary World Championships, no fewer than 280 riders participate in these 12 events, it will be a tough task to meet the rules on qualification systems set by the IOC. In addition to this complex allocation problem, the Commission also worked on the calendar of events counting towards qualification for the 2020 Olympics which will begin, as usual, next year.
The qualification system must be submitted for approval to the UCI Management Committee in January 2018, therefore we will revisit this topic over the next few editions of the UCI National Federations Newsletter.
2017-2018 Tissot UCI Track Cycling World Cup The 2017-2018 Tissot UCI Track Cycling World Cup season edges ever closer with the opening of the registration system in a few days' time, on 15th September 2017 at 12:00 (CET).
At the same time, the quotas for participating in the Men and Women Sprint, Keirin, Omnium, and Madison events, established according to the UCI ranking (individual ranking for the individual events and nation ranking for the team events) will be available here.
As a reminder, a summary table showing the different events in each round of the World Cup, as well as the registration deadlines and ranking dates, is available here.

UCI Hour Record
The Women's UCI Hour Record of 47.980km, set by Evelyn Stevens in Colorado Springs (USA) on 27th February 2016, may not survive for much longer.
On 5th October, Vittoria Bussi (ITA) will tackle the UCI Hour Record and try to cover a greater distance than Evelyn Stevens in sixty minutes. Her attempt will take place on the Aguascalientes velodrome in Mexico, where the previous holder of this mythical record Molly Shaffer Van Houweling also tasted success. | | | | UCI Urban Cycling World Championships

On 1st August 2006, the UCI introduced a permanent number system for Men and Women Elite. With this system, riders can choose a “career number”, which they have the exclusive right to use for their entire Elite career. This will give riders a possibility to market themselves and to give media and spectators an easy way to identify riders. Now for the 10th time, Elite riders are given an opportunity to apply for a number that is not yet in use.
Any rider who has a number that has expired (not scored any UCI points in the last season) will become vacant again. Such riders may re-apply for their number, although it will be subject to the normal procedure mentioned in the UCI rulebook, § 10 International permanent race number system, (art. 6.1.073 to 6.1.076).
No later than 13th October 2017, each National Federation shall submit the application form for all their Elite Men & Elite Women and Juniors Men and Women moving up to Elite in 2018 who wish to receive UCI BMX Permanent Career Number. That is, riders who were born in 1999 or earlier.
Important: Applications received after 13th October will not be accepted.
Important: If a rider believes that they might end the 2017 season without any points in the ranking of 31st December 2017, they should re-apply for their career number to indicate to the UCI that they wish to keep using it.

2018 UCI BMX World Championships – Test Event
The organisers of the 2018 UCI BMX World Championships in Baku, Azerbaijan, will organise a test event on the weekend of 28th-29th October 2017. Licence for riders’ assistants
We would like to remind you about the mandatory licences for assistants during the Telenet UCI Cyclo-cross World Cup and the UCI Cyclo-cross World Championships.
Any type of licence is acceptable, as long as it has been allocated by a National Federation linked to the UCI, and has a valid date.
It does not need to have a specific endorsement of 'mechanic' or 'medical assistant' written on it, nor does it need to be an ‘international’ licence.
The licence check will be conducted by UCI commissaires: a photo or copy of the licence, or any screenshot proving the link between the owner and a National Federation, will be accepted. The document may be presented by the team’s coach; the owner of the licence need not be physically present during his/her licence check.
Registration for round 3
The Online Rider Registration system will open on 12th October and will close on 16th October 2017 at 12:00 CET. Rider registration for this event can only be done by the National Federations.
UCI Cyclo-cross ranking
The first UCI Cyclo-cross Rankings of the 2017-2018 season will be calculated on Tuesday 19th September 2017. As per last year, and according to the UCI rule 5.2.009, it will be then calculated every Tuesday until the 27th February 2018.
As a consequence, the registration of Men Elite and Women riders for the 1st round of the 2017-2018 Telenet UCI Cyclo-cross World Cup, Jingle Cross Iowa City on 17th September 2017 will be based on the current UCI Cyclo-cross Rankings, as shown on our website. As per Article 5.3.006 of the UCI Regulations, riders in the Top 50 UCI Cyclo-cross ranking positions are prequalified. | | | | 2017 UCI Trials World Cup
Antwerp (BEL)
The final round of the 2017 UCI Trials World Cup will be held in Antwerp, Belgium, on 23rd-24th September 2017.
The registration is open and will close on 14th September, 12:00 CET.
Publication of entry lists for all categories will be on 15th September 2017. | | | | 2017 UCI Para-cycling Road World Championships - Pietermaritzburg (RSA)
The 2017 UCI Para-cycling Road World Championships took place on 31st August-3rd September in Pietermaritzburg, South Africa. 232 riders from 34 countries participated in what was the final big event of the 2017 season.
VISTA Conference in Toronto (CAN)
The UCI will be present at the VISTA conference which will take place on 20th-23rd September in Toronto, Canada. The following topics will be covered: - Evidence-based classification;
- Socio-economic factors in participation and success at the Paralympic Games;
- Health and performance of athletes;
- Integrated approach to the preparation of a Paralympic athlete or the career of an athlete;
- Training of the athlete and the coach;
- Technology, biomechanics and engineering.
A classification meeting organised by the IPC will take place on 19th September and will focus on scientific research related to the classification system.
UCI Athletes' Commission
On Sunday 3rd September, Sarah Storey and Colin Lynch were elected onto the Athletes' Commission as the para-cycling representatives. Voting took place in Pietermaritzburg (RSA) during the Para-cycling Road World Championships. Storey and Lynch were selected from a list of eight candidates - three men and five women - by the athletes participating in the Championships, and obtained 31.81% and 50.75% of the votes respectively. | | | | |
