Happy holiday season and best wishes for the new year!

MESSAGE FROM THE PRESIDENT

Dear members,

As we draw towards the end of the year, I would once again like to thank you for the confidence you placed in me by electing me President of the Union Cycliste Internationale at the UCI Congress in September.

My first three months at the head of the UCI have been rich on both a sporting and administrative level.

Rapidly after my election, I had the privilege of travelling to visit sports heads of several countries and regions, including the Presidents and representatives of the Caribbean Region, China, Kazakhstan, Luxembourg, Italy and most recently, Uzbekistan where I was this week.

I am delighted that, with the agreement of the UCI Management Committee, we have been able to allocate Solidarity Funding of CHF 100,000 to Caribbean countries which were devastated by the hurricanes in September. This will help them maintain their cycling activities in these difficult times.

On the sporting side, the first UCI Urban Cycling – regrouping BMX Freestyle Park, Trials and Mountain Bike Eliminator – were a tremendous success. We received very positive feedback from both the athletes and fans who were part of this inaugural event in Chengdu, China.

China also hosted our magnificent UCI Cycling Gala, which rewarded the year’s greatest achievements in professional road cycling. Organised in partnership with Wanda Sports the Gala took place in Guilin just hours after the finish of the last stage of the GREE – Tour of Guangxi, the final event of the 2017 UCI WorldTour. I would like to take this opportunity to thank the Chinese Cycling Association for its support in the staging of these events.

The final UCI event of the year was the 2017 UCI Indoor Cycling World Championships in Dornbirn, Austria. Bringing together the world’s best specialists in cycle-ball and artistic cycling, this event was once again a spectacular and breathtaking demonstration of balance, grace and sheer mastership of the bicycle.

Turning to mountain bike, it is fantastic to have a new official partner in Mercedes- Benz Vans, which in 2018 becomes presenting sponsor of the UCI Mountain Bike World Championships and title sponsor of the discipline’s World Cup series.

The UCI Athletes’ Commission has now been finalised and had its first meeting at the UCI headquarters last week. My congratulations go to cyclo-cross representative Katerina Nash, who was elected President of the Commission by her peers. I am delighted to have such an inspirational athlete in this important role and look forward to proposing her co-option to my Management Committee colleagues at our next meeting in Valkenburg-Limburg (the Netherlands) at the beginning of February.

All the UCI Commissions have now been renewed and their compositions can be found on the UCI website. All 21 Commissions are made up of dedicated, professional and highly-regarded people who will work together for the good of our sport, and I thank them for their commitment.

It has been a busy and rewarding three months, and I take this opportunity to thank all National Federations for your tireless work in favour of cycling. I look forward to continuing to work with you all throughout 2018 and beyond.

David Lappartient
UCI President

UCI NEWS

Katerina Nash elected president of the UCI Athletes’ Commission
We are pleased to announce that the UCI Athletes’ Commission has, in meeting for the first time under its new composition on Tuesday 12 and Wednesday 13 December at the Federation’s headquarters in Aigle, Switzerland, elected the Czech rider Katerina Nash as its President.

Nash was elected to the Athletes’ Commission as the cyclo-cross representative at the discipline’s UCI World Championships, held on 28-29 January 2017 in Bieles, Luxembourg.

A former cross-country skier and also a cross-country mountain bike specialist, the Czech rider has appeared at five Olympic Games (two Winter and three Summer). She has won two UCI Cyclo-cross World Championship bronze medals, in 2011 and 2017, as well as one silver (2016) and two bronze (2010 and 2014) in the team relay at the UCI Mountain Bike World Championships. She also has a degree in business.

During the two days of discussion, the athletes expressed their desire to be more involved in the different meetings organised throughout the year, notably at competitions, all the while recognising the good relationship between the riders and the UCI.

The members of the Commission acknowledged the efficiency of the UCI’s work in promoting its events, particularly with the live broadcast of races, something which they would like to see more widespread, if possible.

The important theme of safety was also brought up, with the members confirming their availability to help the UCI in its ongoing efforts in this domain.

Concerning competitions, the athletes were happy with the significant development of women’s cyclo-cross and the quality of the organisation of the first UCI Urban Cycling, which were held in Chengdu, China.

Finally, the members emphasised the importance of cycling for all in the promotion and development of their sport, and were enthusiastic about the idea of acting as ambassadors for their respective disciplines.

The list of UCI Continental Teams and UCI Women's Teams will be published on the UCI website in early January.

Licences for the 2018 season

We would like to draw the attention of National Federations to the fact that the physical licences, which has been modified for 2018 must mention one of the functions listed under Article 1.1.010 of the UCI Regulations. The licencees issued for the General Manager, Sports Director, Coach require a particular attention as they are required as part of their UCI team registration. Furthermore, the rider agent licence also needs to be highlighted given that it is a necessary condition to act as a rider agent.

We intend to make use of this opportunity to inform you that in the new UCI licensee management tool (UCI DataRide) for the 2018 year, the UCI only requires the general roles as Federation, Rider or Team Staff for the licensees. Nevertheless, this does not prevent the National Federations to issue a more precise function as Sports Director on the physical licence.

PARA-CYCLING

Coaching seminar in Izu (JPN)
As stated in the last newsletter, the UCI organised a training course for Level 1 coaches – designed specifically for para-cycling – on 14th-17th November in Izu, Japan.

The course took place alongside a C1 Track para-cycling event, and targeted coaches from the Asian continent with the aim of developing the discipline, particularly with the 2020 Paralympic Games in mind.

Eight coaches took part in this course, including one from Pakistan, Ms Ayesha Zaman, who became the first women from her country to participate in a UCI coaches' course.

As well as Japan, the other coaches came from Thailand and Singapore.

2018 UCI Para-cycling Track World Championships - Rio de Janeiro, 22nd-25th March 2018
Despite the recent fires that damaged the roof of the velodrome in Rio, the Organising Committee has been working hard to ensure everything returns to normal.

An UCI staff team visited on 5th-6th December to support the Organising Committee and to check on the progress of preparations for the upcoming 2018 UCI Para-cycling Track World Championships.

The damage caused by the first fire in July will soon be firmly in the past, and thankfully last month's fire caused only minor damage, and did not affect the track. As far as the organisation is concerned, preparations are going well, and are on schedule.

Quotas for each nation are published on the
UCI website.

INDOOR

2018 UCI Artistic Cycling World Cup
The 1st edition of the UCI Artistic Cycling World Cup will be launched on 10 February in Prague (CZE). All World Cups dates can be found on the UCI website.

2018 UCI Cycle-ball World Cup
The calendar is now confirmed and is available on the UCI website.

Seven legs in total will be held between April and November with Altdorf (SUI) being the first hosting venue on 8 April. We are pleased to see Asia represented in the calendar with Hong-Kong joining the Series as the non-European tournament for next season. The Final will be held in Klein-Gerau (GER) on 19 January 2019.

EQUIPMENT

Ahead of the 2018 UCI Cyclo-Cross World Championships in Valkenburg-Limburg, a reminder about the bicycles allowed is provided below:

UCI Regulations - Equipment
Chapter 3 of Part I of the UCI Regulations deals with Equipment.

Frames, forks and wheels approval
Since 1st January 2011, all the frames and forks used in competition are subject to prior approval by the UCI. It is essential that Federations and riders ensure that the bicycles intended for use have the UCI labels on them. If this is not the case, it is necessary to contact the manufacturer of the bike and the UCI Equipment Unit. Under no circumstances will non-approved bicycles be allowed in competition. The list of approved frames and forks can be found here.

The wheels used in cyclo-cross races must also be approved by the UCI. The list of approved wheels under the protocol applicable since 1st January 2016 can be found here, and list of approved wheels under the previous protocol can be found here.

Bicycle minimum weight
Section 1.03.11 onwards specifically concerns the measurement of the bicycle and also stipulates its minimum weight as 6.8kg.

A further clarification guide of the technical regulation can be found here.

If you have any specific queries, please contact the UCI Equipment Unit.

COMMISSAIRES

A Mountain Bike International Commissaire course took place at the UCI on 19th-24th November and was delivered by two UCI Tutors – Mrs Fulvia Tosi from Italy and Mr Michael Drolet from Canada.

The class was completed by Mountain Bike Elite National Commissaires from 16 countries. Following a successful theoretical exam, candidates will be invited to pass their practical assessment during Mountain Bike International events in 2018/2019.

CYCLING FOR ALL

2017 – An eventful year for Cycling for All

2017 has been a year filled with activity for Cycling for All, starting with the launch of the UCI Cycling for All Manifesto, setting out the ambition, role and core activities the UCI will pursue to support cycling in all forms across the world, and which will continue in 2018.

During the UCI Road World Championships in Bergen, five new UCI Bike City/Region labels were awarded, bringing the total to eight: Bergen (Norway); Fyn (Denmark); Gelderland, Drenthe, Limburg-Valkenburg and Woensdrecht (the Netherlands); Heusden-Zolder (Belgium); and Yorkshire (Great Britain). We will continue to grow this initiative, seeking cities and regions across all continents which support both everyday and elite cycling.
The UCI has also been developing relationships with international cycling advocacy organisations, to highlight and support initiatives making cycling more accessible across the globe. For instance, the UCI joined the European Cyclists' Federation (ECF) campaign to see the European Union adopt a cycling strategy, and participated in the Women’s Executive Fly-in hosted by PeopleForBikes in Washington, DC. The Cycling for All team was present at the Velo-City conference in the Netherlands, while the Advocacy Commission benefited from tangible examples of best practice in Copenhagen.

There is no doubt that cycling can play a fundamental role in ensuring sustainable development, and when it comes to this, we have been reaching out to various UN agencies. On 6th April – International Day of Sport for Development and Peace (IDSDP) – we helped showcase the Tour de Côte d’Ivoire – Tour de la Réconciliation as a prime example of a sporting event supporting political and societal reconciliation. During the UN Office Geneva Open Day 2017, we joined with likeminded organisations to host a stand on cycling’s contribution to the UN Sustainable Development Goals (SDGs).

Finally, with the objective of having a significant local impact in Switzerland, the UCI also joined the carvelo2go cargo bike-sharing network, to promote activity mobility solutions within the region.

Creating a more bike-friendly world is everyone’s business, and we look forward to working even more closely with all National Federations towards this mission in 2018!

SPOTLIGHT ON... UZBEKISTAN

Hot summers, mild winters, good roads and plenty of mountains, not to mention two velodromes: Uzbekistan has a great deal to offer when it comes to cycling.

Building on these assets, the Uzbekistan Cycling Federation (UCF), under the presidency of Tanzila Narbaeva, is currently leading a concerted effort to step up the sport in the Central Asian country.

With neighbouring nations choosing Uzbekistan as a destination for their training camps, Uzbek cyclists regularly have the opportunity to rub shoulders with cyclists from abroad.

The ideal cycling conditions and historical tourism sites on offer have motivated Uzbekistan to bid to host the Asian Championships in 2019. If granted, this would be the country’s biggest-ever cycling event, and no doubt build on the already growing popularity of the sport.

For although absent from the limelight in recent years, Uzbekistan’s cyclists are present in the sport’s history books. Few will have forgotten Djamolidine Abdoujaparov whose ferocious sprints earned him the Tour de France’s green sprinter’s jersey on three occasions in the 1990s. More recently, Tashkent-born Zulfiya Zabirova, was 1996 Olympic Champion and 2002 UCI World Champion in the time trial, and Sergey Lagutin, born in Fergana, was Under-23 UCI World Champion in the road race in 2003. He currently rides for UCI Professional Continental Team Gazprom-RusVelo and is father is a national coach in Uzbekistan.

Now, the aim of the Uzbekistan Cycling Federation is to prepare the country’s athletes for the Tokyo 2020 Olympic and Paralympic Games.

To ensure widespread development throughout the country, the Uzbekistan Cycling Federation, which was founded in 1991, has 14 regional branches. All of them have sponsorship to ensure they can provide regional cyclists with adequate equipment and competent staff. This year the UCI, through the UCI World Cycling Centre’s Bikes for the World programme, donated 10 bikes to the Federation to help with its development work.

Cycling departments have been set up in sports schools, all regions have Olympic Reserves Colleges, and there has been an increase in the quota for cyclists admitted to the Uzbek State Institute of Physical Culture and Sports.

More and more opportunities are opening up for cyclists, not least with the Tashkent Cycling Team established by the UCF and which joins the ranks of the UCI Continental Teams in 2018.

Another successful project has been the Federation’s assistance in the founding of the cycling team “Queen Sport Project – for the People of Spirit” for young cyclists with Type 1 diabetes. It is no coincidence that several Uzbek cyclists are part of the development and Junior structures of the UCI Professional Continental team, Team Novo Nordisk, whose mission is “to inspire, educate and empower people affected by diabetes.”

Mass participation rides are very popular throughout the country, with thousands of participants taking to their bikes in Youth, Women and Masters events held in all regions.

The Women’s events are becoming increasingly popular, and one of the UCF’s priorities is to develop women’s cycling even further. With former Olympic and UCI World Champion Zabirova as a role model, more and more Uzbek women are taking to their bikes, and a dedicated Women’s Committee works for the development of women’s cycling. Its activities include the organisation of a Female Cycling Marathon which aims to promote healthy families across all generations. On a more competitive level, two female Under-23 national riders have signed contracts with United Arab Emirates-registered Al Asal Cycling Team, which competes nationally and abroad.

While efforts are concentrated on road and track cycling - the velodrome in Tashkent is currently under reconstruction - it is the Federation’s desire to extend its activities to include mountain bike and BMX. The goal is to build a BMX track in Tashkent which could become a training centre for riders not only from Uzbekistan but also those from across the border.

UCI WCC CORNER

Review of the past year’s highlights

Athletes, coaches and people working in cycling’s professions: this year, many benefitted from the expertise and facilities offered by the UCI World Cycling Centre. Following is a brief recap of our activities in 2017

Training camps

Road
Icelandic Cycling Union
The UCI WCC provided a continuing coaching support programme from January to May for one of the UCI’s more recently affiliated National Federations, the Icelandic Cycling Union, to prepare its athletes for the 2017 Games of the Small States of Europe. WCC coaches provided training programmes on a weekly basis and travelled to Iceland to check on the progress of the participants. A 10-day internship was organised at the WCC in March for the 14 athletes selected to represent Iceland in MTB, road race and individual time trial at the Games in San Marino, (May 29th to June 3rd). The overall results were excellent, in particular the two podiums achieved by Erla Sigurdardottir (2nd in the women’s road race and 3rd in the MTB race).

Preparation for 2017 UCI Road World Championships, Bergen (NOR)
38 athletes from 26 countries who trained with us at some stage this year took part in these Championships.

Women’s road cycling
Five athletes from five countries (Argentina, Brazil, Colombia, Mexico, Paraguay) trained in Aigle from March to September.

Athletes from WCC Africa
Seven athletes (5 juniors and 2 U23) trained at the WCC Africa between July and September under the guidance of WCC Africa Director Jean-Pierre Van Zyl and coach Peter-Lee Jefferies. They competed at the 2017 UCI Road World Championships in Bergen (NOR).

Track
Long-term training group
A total of 11 athletes trained at the UCI WCC from January to September 2017. Six stayed in Aigle for most of the year, while the others came for short training periods lasting between 1 to 3 months. Notable achievements in competition include Nicky Degrendele’s bronze medals in the keirin at the UCI Track Cycling World Championships in Hong Kong and at the Cali round of the UCI Track Cycling World Cup.

Preparation for 2017 UCI Junior Track Cycling World Championships in Montichiari (ITA)
A preparation camp for 12 Junior athletes from nine countries was held in July and August prior to these Championships.
Another preparation camp took place in Hong Kong, organised by the WCC in association with the Hong Kong Sports Institute to prepare Asian Junior athletes for these Championships. A level 1 & 2 coaching course was held at the same time.

Cyclo-cross
The annual cyclo-cross training camp was organised in Aigle in October. The selected 22 participants from 11 countries benefited from a week of intense training led by seasoned professionals.

Para-cycling
Further afield, this year the annual para-cycling training camp took place in South Africa (August-September), at the WCC Africa in Potchefstroom then in Pietermaritzburg where the 2017 UCI Para-cycling Road World Championships were held from August 31st to September 3rd. The camp’s athletes were very successful, winning 2 gold medals, 1 silver and 1 bronze.

Worldwide Talent Identification camps

Road
Talented European Junior road cyclists were invited through their National Federations to take part in a week-long road Talent Identification camp in February. 37 athletes from 17 countries attended. Some of the best athletes were invited back to the UCI WCC during the summer to prepare for the 2017 UCI Road World Championships. This camp was also looking ahead to Tokyo 2020, aiming at forming our Elite group in the next few years.

BMX
In 2017, 2 identification camps were organised at the WCC in Aigle:

May – July: 11 Juniors from eight countries chosen from the two-week talent ID camp held in Aigle in October 2016 trained at the WCC to prepare for the 2017 UCI BMX World Championships in Rock Hill, USA, with two of the riders made the podium: Latvians Vineta Peterson and Mikus Strazdins winning bronze in the Junior Women’s and Junior Men’s competitions respectively.

October: 27 young athletes from 17 countries participated in this last camp before a final selection is made between participants of the three ID camps (including the October 2016 camp). The selected athletes will be based at the WCC for the next three years aiming to qualify for the Tokyo 2020 Olympic Games.

UCI WCC Satellites: South Africa, South Korea, Japan, Argentina and India

In 2017, 250 athletes and 110 coaches participated in various training courses organised at our five WCC satellites, representing more than 6000 days of training.

Courses for cycling professions

Experts Seminar
Thirteen WCC Experts from 11 countries came to Aigle for a two-day seminar where they were brought up to date on modifications to our coaching courses and the objectives of the UCI and Olympic Solidarity. Our Experts are highly qualified coaches who deliver UCI Level 1 and 2 coaching courses throughout the world.

Coaching Diploma
Two courses were held (July - August and September – October) with a total of 18 participants from 15 countries. This is the highest UCI WCC qualification, and it is aimed at experienced coaches working with national-level riders.

Courses for coaches abroad
At the request of our National Federations, external Coaching Experts delivered a record 35 courses for coaches and mechanics in 29 countries.
In November/December WCC staff travelled to Argentina, Japan and Korea to train these countries’ coaches.

Mechanic training and wheel building courses
Nine trainees from eight countries took part in our mechanic training courses, gaining qualifications in level 1, 2 or 3. Among them, Tess Lawson from Great Britain became the second woman to follow the mechanics training course after Audrey Ji Yeong (KOR) in 2016.

Meanwhile, five trainees from four countries followed the two-day wheel building training courses held in January, February, May, November and December.

Courses for mechanics aimed at our National Federations – New!
National Federations can apply for one of the WCC Expert’s mechanics to deliver a level 1 course in their country. Part of the UCI WCC Education Programme for National Federations, this offer was new in 2017 and is added to a similar initiative for coaches in which WCC Experts deliver Level 1 coaching courses across the world.

NFs can apply to host a level 1 mechanics course for 10-15 mechanics. The course lasts 5-7 days, is delivered in French or English, and includes theory and practical sessions. Successful participants receive WCC certification.

Level 2 and 3 courses for mechanics are delivered only at the UCI WCC, in Aigle.

More than 200 bikes shipped worldwide

This year, a record 121 road bikes and 81 track bikes have been shipped to countries on four continents as part of the WCC’s Bikes for the World programme. These donations are possible thanks to the cooperation of the UCI WCC’s different partners, who offer bike frames and components so that the WCC mechanics can assemble the new bikes.
