MESSAGE FROM THE
PRESIDENT

Dear
Members,
June is always a very important month for the UCI, with the second
meeting of the year for the Management Committee. This year we will
meet in Lavey-les-Bains, and I am looking forward to welcoming my
Management Committee colleagues to Switzerland in a few days’ time.
At our meeting a year ago in Arzon, France, we finalised the Agenda
2022 that was put to Congress in September. Looking back, I am very
proud of everything we have already achieved, not least the
announcement of reforms to men’s and women’s professional road
cycling, numerous measures to strengthen the position of women in
cycling, the awarding of the very first multi-discipline UCI Cycling
Championships to Glasgow and Scotland in 2023, the banning of – and
testing for - tramadol in competition, and the integration of new
exciting disciplines into the UCI Regulations and UCI International
Calendar. We are well on the way to ensuring that cycling is the
sport of the 21st Century, and I look forward to
discussing the next steps of Agenda 2022 with my colleagues in
Lavey-les-Bains.
This month got off to an animated start with the second annual World
Bicycle Day on June 3rd. Turkmenistan played a key role in
the United Nations adopting World Bicycle Day in 2018, and to mark
the occasion this year, the UCI’s Cycling for All team organised a
host of activities at the UCI World Cycling Centre (WCC) in Aigle. It
was a tremendous day which we shared with representatives of the
Embassy of Turkmenistan’s Geneva office, the United Nations and World Bicycle Relief, and which
attracted hundreds of people. UCI staff and the general public joined
together for a bike ride up to Torgon, which had hosted the arrival
of the Tour de Romandie Queen stage a few weeks earlier. Some 300
local schoolchildren undertook a circuit of activities at the UCI WCC
including BMX initiations, slow-bike races, a Wattbike challenge, and
a bike polo initiation. A similar circuit was open to adults, who
also had an opportunity to take part in a track cycling initiation. I
invite you to read more details of our World Bicycle Day activities
in the Spotlight section of this newsletter.
I travelled to Los Angeles last week for the first meeting of the
International Olympic Committee (IOC) eSports Liaison Group, of which
I am President. Our work consists of encouraging collaboration
between the Olympic Movement and the rapidly-growing domain of
eSports. As you know, the UCI has decided to include eCycling in its
Regulations and in this context, it is exciting to work on the
promotion of eSports which are undergoing a real boom.
Still on the theme of the Olympic Movement, next week I will
participate in the 134th IOC session in Lausanne. This
will take place on 24 June, the day after the inauguration of the
IOC’s new headquarters on Lake Geneva, which coincides with the 125th
anniversary of the IOC.

Erratum
In the April
edition of the UCI Newsletter, the year of the UCI Track World
Championships to be held in Ashgabat in Turkmenistan was incorrectly
cited as 2022. The correct year for these championships is 2021 and
has been rectified in all formats including the version published on
the UCI website.
171st
meeting of the UCI Management Committee
The UCI Management Committee will be meeting for the
second time this year in Lavey-les-Bains, Switzerland, on 19-20 June.
The regulation amendments approved during the meeting will be the
subject of a special edition of the UCI Newsletter to be published in
early July. A press release summarising the main decisions and topics
discussed will also be published on the UCI website immediately after
the meeting.
New National Federation Presidents
Mr Krzysztof
Golwiej was elected as new President of the Polish Cycling Federation
during the Extraordinary Congress on 27 May 2019.
Last month, Mrs Gobeh Mahamoud Miguil was elected as head of the
Djiboutian Cycling Federation, becoming the 9th woman President of a
National Federation member of the UCI.
We wish Mrs Mahamoud Miguil and Mr Golwiej great success in the
work to be undertaken for the development and promotion of cycling in
their respective countries in the coming years.
Furthermore, we would kindly ask all National
Federations to inform the UCI of any changes to their respective
Executive Boards; this will help maintain a reliable line of
communication with the UCI. Please inform the International Relations

of any new appointments or modifications.

2020 UCI
International Road Calendar – Registration
We would like to remind you that the registration
deadline for events taking place between 1 January 2020 and 20
October 2020 is 1 July 2019.
This deadline will give organisers and National Federations time to
acquaint themselves with the UCI WorldTour and UCI Women’s WorldTour
Calendars (to be approved and published late June), before sending
their registration forms.
All registration forms must be sent to the UCI via the National
Federations to road@uci.ch.
Forms received after the deadline above will be subject to a late
application procedure (extra fees and a separate monthly
administrative process).
National Championships – result registration
We kindly
remind our National Federations to ensure that the results of their
National Championships are well registered in the UCI DataRide
platform within two days following the end of the last event, and to
imperatively verify the results and correct any potential errors in
the identification of the riders (highlighted in orange or red in the
results).
It is important to note that if the results are not
properly recorded, or the riders are not recognised by the system,
the relevant UCI points will not be awarded.
The results (Excel) spreadsheet to be completed, as well as the two
information documents concerning the procedure to follow, can be
found on the National
Federations’ Extranet. Please submit one
file per event.
Finally, as a reminder, if an event covers several categories (e.g.
Men Elite and Men Under 23, or Women Elite and Women Under 23), only
one combined results sheet should be uploaded.
Yorkshire 2019 UCI Road World Championships UCI VIP
Lounge
The pre-invitations
for the UCI VIP Lounge of the Yorkshire 2019 UCI Road World
Championships have been sent. The National Federations, organisers,
UCI teams and future UCI Road World Championships organisers must
answer this email through the linked survey before 19th July. Without
feedback, guest registration on the dedicated platform (available in
August) won’t be possible. More information will be communicated in
the weeks following the deadline for pre-invitations.

Junior Track Cycling World Championships – Frankfurt (Oder), Germany
The 2019 UCI Junior Track Cycling World Championships
will be held on 14-18 August at the velodrome in Frankfurt (Oder),
Germany. The competition programme is available here.
Staff and rider registration
Online registration of participating riders and staff members at the
2019 UCI Junior Track Cycling World Championships must be completed
between Friday 26 July and Sunday 4 August 2019 at 12:00
(CET) via the UCI Online Registration System.

UCI International Track Calendar – Reminder
Reminder to organisers of international events
Late addition of an event to the UCI International
Track Calendar (Art 3.8.001ter)
Events may still be registered on the UCI International Calendar;
however, a late registration fee may be charged.
With late registrations, there must be at least three months between
the registration date and the event date. If there is less than three
months, the event may still be added, but only as a class 2 event.
Similarly, any races added to an event programme must be done at
least 30 days before the event date.
Registration forms are available on the UCI National Federations' Extranet.
Commissaires appointed by National Federations
The number of commissaires appointed to international events must
comply with the UCI Regulations (Art. 1.2.116). We would also like to
remind you that for class 2 events, the Head of the Commissaires'
Panel must be appointed by the National Federation. Once the identity
of this UCI Commissaire is confirmed, please inform the UCI via track@uci.ch.

Quotas (SP, KE, OM, MA) – Tuesday 17 September 2019
Quotas valid for the 2019-2020 Tissot UCI Track Cycling World Cup
will be published on Thursday 19 September 2019 at 12:00 (CET). They
will be set on the basis of the UCI rankings of 17 September 2019, as
stipulated in Art. 3.4.005, amended on 21 June 2018.
New deadlines for registering for UCI events
In order to improve the registration process for UCI
events and the reallocation of unused quotas, the Track Commission
has decided to set strict deadlines. We would ask that
you take note of this new procedure.
Registration deadline for World Cup and World Championships
When online registration closes, a 48-hour extension
to the deadline will be granted for late
registrations. Once this deadline has passed, unused
quotas will be reallocated automatically, without
requesting confirmation from the National Federation in question.
Furthermore, a fine of CHF200 will be charged to
the National Federation.
Deadline for sending an exemption request
For World Cups: no exemption request
relating to participation in a World Cup round will be accepted after
the online registration system has closed for that round.
- We would like to
remind you that the conditions for participating in World Cup
rounds are stipulated in Article
3.4.004.
For World
Championships: all exemption requests must be
sent a maximum of 3 days after the end of the final World Cup round,
i.e. by 29 January 2020. Qualification quotas will then be published
on 3 February 2020.
- Each National
Federation and every rider participating in the UCI Track
Cycling World Championships must meet the conditions stipulated
in Articles 9.2.025
and 9.2.027bis.

The UCI BMX Forum, formally known as the UCI BMX Convention, will
feature a short informative presentation concerning various BMX
topics of interest to National Federations, followed by an open group
discussion. Federations wishing to discuss specific topics are
invited to mention these when their delegates are registered. The
Forum will be held at Circuit Zolder, in the Congress Center,
Terlaemen 30, 3550, Heusden-Zolder (BEL).

BMX
Freestyle Park Guidelines
Wondering
what kind of BMX Freestyle Park is needed for an event? A document
has been created to comprehensively explain the key elements needed
for a BMX Freestyle Park, from local events up to UCI World Cup and
UCI World Championship level. Obstacles like a Spine, a Jump Box,
Quarterpipe and Step-up are featured, with advice and tips regarding
safety and maintenance.
Homologation is one of the important subjects contained in the guide.
No specific approval is currently needed from the UCI for existing fields
of play used for local or national events, for National
Championships, or Class 1 international events registered on the UCI
BMX Freestyle International Calendar. However, they must comply with
the UCI Regulations and the UCI BMX Freestyle Park Guide in order for
these events to be held. The National Federation hosting the
competition in question is responsible for monitoring compliance of
these fields of play.
UCI approval of the field of play is needed for other events,
including Continental Championships (from 2021), UCI World Cups, UCI
World Championships, multi-sport Games, and, in general, for any new
field of play built specifically for the sport of BMX Freestyle
Park. The UCI remains at the disposal of any NF wishing to build
a BMX Freestyle track to guide them in this process.

Registration
of 2019-2020 UCI Cyclo-cross Teams
The
registration of UCI Cyclo-cross Teams will this year be done through UCI DataRide. A User Guide has
been written to help teams use the system, which is very similar to
the one used for road, mountain bike, track, etc. The guide is available here.
The registration system is open, and the registration deadline
(including approval by the relevant National Federation) for UCI
Cyclo-cross Teams is 31 July 2019.
New teams can contact support@ucidata.ch to obtain a
login and connect to UCI DataRide.
Women Junior
category
Following
requests from a number of stakeholders, the Continental Cyclo-cross
Championships on 9-10 November 2019 will include a Women Junior race
and will accordingly crown Women Junior Continental Champions. The
UCI will by then have modified the regulations, including the
introduction of a UCI points scale identical to that used by the Men
Junior category.
We would like to remind you that the introduction of the Women Junior
category into Cyclo-cross will take place as follows:
- 9 or 10 November:
Pan-American Cyclo-cross Championships in Midland, Ontario (CAN)
and UEC European Cyclo-cross Championships in Silvelle (ITA);
- 11 or 12 January
2020: possible National Cyclo-cross Championships (National
Federations are asked to inform us as soon as possible whether
they intend to hold a separate Women Junior race, by contacting offroad@uci.ch);
- 1 February 2020: UCI
Cyclo-cross World Championships in Dübendorf (SUI);
- 2020-2021 season:
introduction of the Women Junior category into the UCI
Cyclo-cross World Cup;
- 2020-2021 season:
possible hosting of Women Junior races at UCI class 1 and class
2 Cyclo-cross events, with the awarding of UCI points;
- 2021-2022 season:
holding a Women Junior race at UCI class 1 and class 2 Cyclo-cross
events becomes compulsory
Men Junior
category
Holding a
Men Junior race will be compulsory for all class 1 and class 2 events
registered at the 2019-2020 UCI International Cyclo-cross Calendar,
with the exception of events being held on weekdays.
These events will all award UCI points. No minimum number of foreign
riders taking part will be required. Organisers must respect the
minimum prize money (see 2019-2020 UCI Cyclo-cross Financial Obligations,
page 7).
From a practical perspective, the UCI Cyclo-cross Regulations will be
modified to help organisers who have not yet done so to incorporate a
separate Men Junior race:
- the UCI Men Junior
race may be combined with non-UCI races (national events,
Masters events, etc.) as long as the Men Junior riders are
placed at the front on the start line;
- a gap between the Men
Junior start time and the other categories' start is permitted;
- the resulsts for the
Men Junior only will be compiled and submitted on UCI DataRide.

available to National Federations and officials who have any
questions concerning the race schedule; please contact offroad@uci.ch.

Online registration
The 2019 UCI Trials World Youth Games will take place in Wadowice
(POL) on 9-11 August 2019.
Online registration opens on 18 July 2019 at 12:00 CET and ends on 1
August 2019 at 12:00 CET. The publication of entry
lists for all categories will be on 2 August 2019.

IPC Open
Days 2019
The UCI was
represented at the headquarters of the International Paralympic
Committee (IPC) in Bonn (GER) on 29 May for the IPC Open Days.
The aim of the IPC’s annual event is to allow representatives from
its International Federations to individually meet the IPC staff in
charge of the organisation’s different areas of activity.
Various topics were discussed, including classification, the Tokyo
2020 Paralympic Games, and new collaborative development projects.
UCI
Para-cycling Road World Cup Final in Baie-Comeau
The final
round of the UCI Para-cycling Road World Cup will be held on 8-11
August in Baie-Comeau (CAN).
We would like to remind you that registration
will be open on 3-17 July, and that any late registration will incur
a fee of CHF200 per athlete, in accordance with Article 16.20.006 of
the UCI Regulations.
We would also like to remind you that riders submitting their Medical
Diagnostic Form (MDF, in accordance with article
16.4.008) must do so at least four weeks before the event, i.e. by
8 July, with the aforementioned form.
In addition, please remember to complete and return the form on the Organising
Committee’s website to book your hotel and transport.

Indoor Cycling Consultant
The UCI is
looking for a part-time consultant to strengthen the Sports
Department in its mission to promote and develop indoor cycling, as
well as to assist with the administrative management of the
discipline.

2019 UCI
Gran Fondo World Championships
Invitations
for the 2019 UCI Gran Fondo World Championships are on their way to
athletes already qualified via the 2019 UCI Gran Fondo World Series
events, as the official registration portal was recently launched by
the Poznan 2019 Local Organising Committee. All details regarding the
2019 UCI Gran Fondo World Championships can be accessed on their

With the 2019 qualification period slowly coming to a close, the
month of July will feature the final five UCI Gran Fondo World Series
events before the World Championships are hosted at the end of
August. It will kick off with two longstanding events: the Niseko
Classic, which will take place in Niseko (JPN) on 6-7 July, and
Granfondo Ezaro in Ezaro (ESP), also on 7 July. Athletes vying for
qualification will then be racing in three different countries over
the weekend of 12-14 July, with the Series welcoming the Cache
Granfondo in Logan, Utah (USA) on 12-13 July, La Leggendaria Charly
Gaul in Trento (ITA) on 12-14 July and Granfondo Russia in Moscow
(RUS) on 13-14 July.

Tokyo 2020
Test Events
The Tokyo 2020 Organising Committee continues its preparations for
the Olympic and Paralympic Games with test events due to take place
ahead of the Olympic Games.
These test events enable the Organising Committee to put their plans
to the test in real competition conditions. The primary goals
are to test fields of play, results technology, command and control
protocols as well provide an opportunity to train staff and
volunteers.
The first cycling test event to take place will be for road cycling
on 21 July 2019. It is included on the UCI International Road
Calendar as a Men’s 1.2 class race. The race will test the
Games start and finish venues but will not take in the full Olympic
race route. The 179km course will include approximately 3,700m of
elevation (check the map here). National
teams and UCI Continental Teams will take part in the event.

UCI Bike
City Label – Next Awards in September 2019
The UCI Bike City label is awarded
to cities and regions which host UCI events and have long-term,
comprehensive and ambitious projects to develop cycling in all its
forms for the population (please see our promotional video here). The network currently
boasts 10 cities and regions, but the UCI is working on expanding the
global reach of its programme. The next labels will be awarded during
the UCI 2019 Road World Championships in Yorkshire (GBR), and the UCI
is still accepting applications from interested cities and regions.
Should you wish to propose any cities or regions as the next UCI Bike
City label candidates, please contact cyclingforall@uci.ch before
Friday 28 June to receive the detailed questionnaire and confirmation
of the next steps.

ON...WORLD BICYCLE DAY AT THE UCI WORLD CYCLING
CENTRE

Over 300
children and adults celebrated the second annual World Bicycle Day on
3 June at the UCI World Cycling Centre (WCC) in Aigle, Switzerland.
BMX initiations, slow bike races and bicycle-related games were among
a host of activities organised throughout the day at the headquarters
of the Union Cycliste Internationale.
World Bicycle Day: a short history
On 12 April 2018, the United Nations (UN) General Assembly declared 3
June World Bicycle Day,
adopting a resolution introduced by Turkmenistan and co-sponsored by
56-member countries. In formalising this day of recognition, the UN
acknowledged “the uniqueness, longevity and versatility of the
bicycle, which has been in use for two centuries, and that it is a
simple, affordable, reliable, clean and environmentally fit
sustainable means of transportation, fostering environmental
stewardship and health”.
To mark the second edition of this historical milestone, the Union
Cycliste Internationale (UCI) joined with the Embassy of Turkmenistan
in Switzerland to host the interactive celebrations on Monday 3 June
at the UCI WCC.
Activities for everyone
Several hundred children (between the ages of 9 and 13) from schools
in Aigle took part in a series of fun cycling activities, including
BMX initiations, slow races and bike polo games. Later in the day,
adults had the chance to complete the same cycling discovery circuit.
At midday, members of the public joined UCI staff members for a bike
ride to Torgon, the ski resort that recently hosted the finish of the
Queen Stage of the 2019 Tour de Romandie. Visitors also had the
chance to witness the skills and speed of the UCI WCC’s talented track
and BMX athletes, who have come from all over the world to train at
the UCI WCC. More than a few of them aim to compete at the Tokyo 2020
Olympic Games.
Following the afternoon of activities, a track cycling initiation,
featuring Swiss Olympian Gaël Suter, and an evening ceremony in the
velodrome were attended by local and state authorities, international
sporting organisations and UN agencies.
Joining with charities to celebrate the bike
To further promote the long lasting impact of the bicycle worldwide,
and in particular Africa, the UCI collaborated with two charities for
World Bicycle Day: Velafrica and World Bicycle Relief.
The UCI organised a used bicycle collection drive on behalf of the
Swiss organisation Velafrica: members of the public brought bikes in
any condition to the UCI World Cycling Centre on June 3rd.
These will now be restored by Vélafrica, in collaboration with Swiss
social institutions, before being transported to Africa.
Meanwhile, representatives from World Bicycle Relief engaged with
schoolchildren and members of the public to share the positive impact
the Buffalo Bike has had in numerous
rural communities in Africa.
Strava challenge
A Ride for World Bicycle Day Challenge
launched on the social fitness network Strava raised enough money to
send 50 bikes to Africa. Cyclists from all around the world were
invited to join the UCI Cycling Club and post the
number of kilometres they rode on 3 June. For every 2000 km ridden,
the UCI donated one Buffalo Bike for WBR to send to Africa.
Participants totalled an impressive 103,019 km on the day.

UCI WCC
Experts (Coach Developers)
Needed:
“A French speaking WCC Expert to deliver Level 1
coaching course. Should be familiar with working in Africa.
Knowledgeable in the discipline of MTB. Available for 7 days in
June.”
“A European track cycling Expert to deliver the UCI
WCC level 2 coaching course in Thailand, using a translator. Must be
available in December.”
Very specific requests such as these come throughout the year from
National Federations and Continental Confederations seeking to up the
level of coaching in their regions. Thanks to a solid network of
Experts, the UCI World Cycling Centre (WCC) can respond to these
needs.
Each year, the UCI WCC can count on between 12 and 15 Experts to
dispense courses throughout the world. All Experts have teaching
qualifications or experience, have already worked as coaches and used
to compete as athletes. Many of them have completed the UCI Coach
Diploma course. Despite their already high qualifications, they are
in regular contact with the UCI WCC for training, resource updates
and any other information relevant to their work. Every two years,
Expert Seminars are held at the UCI Headquarters in Aigle,
Switzerland, where Experts are kept up to date on coaching methods
and can exchange experiences and best practices.
“When we receive requests for coaching courses, we do our best to
match them to a suitable available Expert,” explains UCI WCC Head of
Performance and Education Belinda Tarling. “They are chosen depending

She said most Experts were fully-employed in some other capacity and
took their annual leave to deliver these training courses for the UCI
WCC and Olympic Solidarity. They are paid a modest daily allowance.
The three Experts below have recently given coaching courses or are
scheduled to lead courses in the coming months.
